The FSM Telecommunications Corporation (FSMTC) is a government-owned monopoly provider. It has services on more than thirty islands separated by nearly 2,700 kilometres of ocean. Main population centres on Pohnpei, Chuuk, Yap, and Kosrae have fixed line, mobile, cable TV, and broadband networks. In 2017 FSMTC supported around 20,000 mobile subscribers per their latest audit. Internet penetration in 2018 was around 53%.

The island of Pohnpei is connected to Guam via the HANTRU1 submarine fibre cable. Other islands connect via satellite. Chuuk has connected via O3b satellite to an earth station in Hawaii since 2015.

Coinciding with the arrival of the SEA-US cable in Guam, the Yap Cable was built with a grant from the International Development Association. The cable is as a branch of SEA-US, and telcos are purchasing capacity directly to the United States on the cable. In 2019 the Chuuk-Pohnpei cable was commissioned, connecting the island with the Internet via a branch to HANTRU-1 with assistance from the World Bank.
